Counsel reported the February 23 appointment was invalid because the appointee was not yet a registered voter in the district. A new motion to appoint her failed 2-2, and counsel said the County would fill the seat. Board accepted the annual audit and required the auditor to present future audits in person. A GV Wire reporter attended.
